Grounded in the Triune Brain model and the HPA axis, officers learn to identify a subject's neurological state in real time — from full prefrontal access down to survival-only brainstem activation — and to recognize why verbal commands fail once a person is neurologically incapable of processing them. Dr. Steven Gonzalez is one of the nation's foremost authorities on Neuro-Behavioral Science applied to law enforcement and crisis response. As the architect of the S.T.A.R.S. MATRIX® system, he has transformed how officers, dispatchers, and first responders engage with human behavior under pressure — replacing reactive instinct with systematic, science-backed precision.
CEO of the South Texas Behavioral Institute, Dr. Gonzalez holds a PhD in Psychology with a specialty in police science, and has completed post-graduate training in Addiction Science and Recovery at the University of Florida College of Medicine, Department of Psychiatry, as well as Certification in Neuroscience from Yale and Emory Universities. He is a Licensed Behavior Analyst (LBA), a Board Certified Behavior Analyst (BCBA), and a Licensed Chemical Dependency Counselor (LCDC) — credentials that uniquely position him at the intersection of clinical science and street-level reality.
Dr. Gonzalez currently serves as a contractor for the South Texas High Intensity Drug Trafficking Area (HIDTA) and as an Assistant Tenure Track Professor for Ouachita Baptist University, providing behavioral expertise in support of regional law enforcement operations targeting drug trafficking networks and addiction-driven crime.
